Europe's unemployment rises to new record

LONDON (AP) ? Unemployment in the 17-country eurozone hit a record high of 11.6 percent in September, official figures showed Wednesday, a sign the economy is deteriorating as governments struggle to get a grip on their three-year debt crisis.

The rate reported by Eurostat, the EU's statistics office, was up from an upwardly-revised 11.5 percent in August. In total, 18.49 million people were out of work in the eurozone in September, up 146,000 on the previous month, the biggest increase in three months.

While the eurozone's unemployment rate has been rising steadily for the past year as the economy struggled with a financial crisis and government spending cuts, the United States has seen its equivalent rate fall to 7.8 percent. The latest U.S. figures are due this Friday.

With the eurozone economy fading, most economists think unemployment will keep increasing over the coming months and that the deteriorating economic picture will soon spook investors again after a brief hiatus.

"Financial markets have calmed somewhat, but we expect that the deteriorating economy will soon enough lead to more crisis headlines," said Tim Ohlenburg, senior economist at the Centre for Economics and Business Research

Five countries in the eurozone are already in recession ? Greece, Spain, Italy, Portugal, and Cyprus ? and others are expected to join them soon.

The region as a whole is expected to be confirmed to be in recession when the first estimate of eurozone economic activity in the third quarter is published mid-November ? a recession is officially confirmed after two consecutive quarters of negative growth.

"With surveys suggesting that firms are becoming more reluctant to hire, the eurozone unemployment rate looks set to rise further, placing more pressure on struggling households," said Ben May, European economist at Capital Economics.

Recession and unemployment make it more difficult for the eurozone to deal with its debt problem ? governments need to pay more benefits to the jobless and receive fewer tax revenues. That could push countries to take even more austerity measures, which in turn weighs on economic activity.

Once again, Spain held the ignominious position of having the highest unemployment rate in the eurozone, at 25.8 percent. Greece may yet surpass that ? its unemployment rate mushroomed to 25.1 percent in July, the latest available figure, and is due to increase in the face of what many economists are calling an economic depression. The country is forecast to enter its sixth year of recession next year.

Both countries, which are at the heart of Europe's three-year debt crisis, have youth unemployment above 50 percent. That risks creating a lost generation of workers and is straining the countries' social fabric. Extremist political groups in Greece and regional separatist parties in Spain have grown in popularity as the economy worsened.

Concern over the social impact of unemployment has also weakened governments and hobbled political decision-making.

In Greece, the three parties in the coalition government have tried for months to agree on an austerity package that is necessary for the release of bailout loans to prevent the country's bankruptcy.

The lowest unemployment rate in the eurozone was Austria's 4.4 percent. Germany, Europe's biggest economy, has a jobless rate of only 5.4 percent.

Separately, Eurostat reported that inflation in the eurozone fell modestly to 2.5 percent in the year to October, from the previous month's 2.6 percent. Inflation is still above the European Central Bank's target of keeping price rises just below 2 percent.

"High and rising unemployment, and relatively sticky inflation, does not bode well for consumer spending across the eurozone, especially as consumers in many countries are also facing muted wage growth and tighter fiscal policy," said Howard Archer, chief European economist at IHS Global Insight.

Above-target inflation has not prevented the ECB cutting its key interest rate to a record low of 0.75 percent, but few economists think financially-strained consumers will get any more help from the bank at next week's monthly policy meeting.

Reverse Mortgages: 3 Ways You Can Tap Home ... - AOL Real Estate

By Gerri Detweiler

You may have heard of reverse mortgages as a way for seniors to tap the equity in their homes to pay for living expenses, but there are other ways that homeowners are using their homes to get by.

Many seniors are on fixed incomes, with Social Security payments providing a significant portion of their monthly income. In fact, Social Security provided at least half of total income for more than half of aged couples and nearly three-quarters of non-married beneficiaries in 2010. And it provided 90 percent or more of income for 23 percent of aged beneficiary couples and 46% of aged nonmarried beneficiaries. The average monthly benefit at the beginning of 2012 was $1230. It's no surprise, then, that reverse mortgages are often used to help cover essential living expenses.

What you may not have heard, though, are some of the creative ways homeowners are using reverse mortgages to help them navigate today's challenging economy. I recently interviewed Russell Silver, senior residential mortgage consultant for US Mortgage Corporation, on my radio show "Talk Credit Radio." (The firm also sponsors some of the show's podcasts). Following is an edited excerpt from that interview.

First, the basics. "A reverse mortgage is a federally-insured mortgage, only available to homeowners 62 years or older," explains Silver. "Basically a reverse mortgage is just what it sounds like: You do not make payments. As long as you own your home you're not obligated to make any mortgage payments, you're only required to pay your taxes and your homeowner's insurance."

"If you have a mortgage on the property currently and do a reverse mortgage, the old mortgage is paid off, and a new reverse mortgage is put in place. Whatever you want to use the money for, you can use it and nobody's going to tell you what you can do and can't do with the money."

[Credit Score Tool: Get your free credit score and report card from Credit.com]

Here are some ways his clients, and other homeowners, are using reverse mortgages:

1. Have a say in how your heirs spend their inheritance.

If you're like many seniors today, the equity in your home will be a major part of the inheritance you leave your heirs. As much as you hope that money will be put to good use, there's often a nagging worry that it will be wasted. Maybe you're worried that your granddaughter will use it for that plastic surgery she's been hinting about. Or that your money will end up in the hands of your son's freeloading girlfriend.

Or maybe you'd just like to see your kids and grandkids enjoy your money now rather than after you are gone. A reverse mortgage may help you accomplish that. Silver explains:

I can't even tell you how many grandparents or even parents we speak to that want to take out a reverse mortgage to help out their kids. A lot of people use it for their kids' or grandkids' college educations. One couple took their entire family on a cruise for their 50th wedding anniversary. It was something they never ever would have been able to do otherwise.

2. Take care of yourself.

It's no secret that rising health care costs are squeezing many seniors' budgets. You, your parents or grandparents may worry about the costs of prescriptions and copays, and be downright terrified that you won't have the money you need for more intensive care. Silver explains how some are using a reverse mortgage to fill the gap:

[Share Your Credit Experiences on the Credit.com Forum]

One of the most important things that clients are using these loans for is long-term health care. When you get older, you might want to live out the rest of your life in your home, and maybe get a home attendant or nurse.

It's very easy for the kids to say 'don't worry, we'll take care of you' but when people get sick, you have not only the expense but are you able to take time off from work, to care for people? It's not easy especially if you have family where maybe mom and dad lived in Florida but the kids are up north. How is this going to be done?

One of our clients lives quite a distance from her daughter and decided to get a reverse mortgage so she can ensure her health care needs are taken care of without becoming a burden to her daughter.

Some homeowners use the proceeds of a reverse mortgage to purchase long-term health care insurance or to hire the help they need to stay in their homes.

3. Get out of foreclosure.

It sounds counterintuitive that someone who is in foreclosure can use a reverse mortgage to get out of foreclosure. But Silver says it's being done all the time. He explains:

One of the great things about the way the government set this program up is that there are no credit requirements. You can be in foreclosure or you may just have completed a bankruptcy, and you can still qualify.

Basically, this works for someone who has equity but can't afford to make the payments anymore. They take out a mortgage that will pay off the bank that's foreclosing. And now they go forward with no payment for the rest of their life, as long as they live in that house. (Homeowners must continue to pay taxes ? if required ? and insurance, however.)

We speak to so many bankruptcy attorneys, foreclosure attorneys, real estate attorneys or financial planners or accountants that have clients that really are in trouble at this point and they need help and this is a great way out."

Educate Yourself

To help protect seniors, the government instituted mandatory, independent reverse mortgage counseling. Anyone considering a reverse mortgage must get this counseling before obtaining a reverse mortgage.

Source: Dr. Alpa Patel, epidemiologist for the American Cancer Society

"It's never been a 'Why me?' It's been, 'What am I supposed to change or do?'" she said. "This might sound small, but I think if I can save one person from going through what I've gone through, that will make going through my cancer all worth it. That's what gives me the passion."

Over the next week or so, the American Cancer Society hopes to enroll 500 Orange County adults who have never had cancer for the Cancer Prevention Study, which will last up to 30 years.

It's the third round of a project that started in 1959 and has followed 2.2 million Americans, said Dr. Alpa Patel, an epidemiologist overseeing the study from Atlanta.

Participants must enroll at one of three locations, in Fullerton, Santa Ana or Mission Viejo. A blood sample will be taken as well as a measurement of waist circumference. The process takes about 20 minutes. After filling out an initial health history, participants will respond to surveys every two or three years for the next 20 to 30 years.

"As long as individuals continue to return questionnaires, we will continue to follow them," Patel said. "This type of resource becomes richer with time."

The study aims to enroll at least 300,000 Americans by the end of next year. Questions will cover topics such as diet, lifestyle and weight. All information is kept confidential. For participants who develop cancer, researchers will track their disease and review medical records.

Patel said past research from the study conclusively linked smoking with lung cancer, as well as obesity as a risk factor for developing cancer. She said findings from the first two phases have been published more than 500 times in medical journals.

Patel said she met a volunteer from the original study, now in her 90s, who recalled the days when cancer was a shameful word spoken only in whispers.

"I look from that time to today and the progress we've made," Patel said. "Ways we can make choices in our own lifestyle and own behaviors. We've learned those types of things because two generations of Americans have paid it forward for us to learn those lessons. It is creating a world with a possibility of a lesser burden of cancer for our children's generation than what we have today."

Rune was diagnosed with cancer in 2010. After she underwent a hysterectomy, the cancer spread to her abdomen, and she said she was told she wouldn't live to see 2013.

Rune, an accountant at Hyundai, opted for surgery, chemotherapy and radiation. She'll resume chemo shortly.

"Right now I'm pretty much cancer-free," she said. "I knew it wasn't my time. Now the doctor says instead of this December, I get three more years."

Rune said she's determined to live longer. She said she hopes people will enroll in the study so they can help researchers learn more about what causes cancer.

"It's a huge contribution," she said. "It's so historical. It's such a monumental study."

NBA to change All-Star ballot, eliminating center
By David Aldridge, TNT Analyst
Posted Oct 23, 2012 10:23 PM - Updated Oct 23, 2012 11:31 PM

The NBA is finally doing something about the Duncan Dilemma.

The league will announce Wednesday a change to its All-Star ballot that will, for the first time, allow fans to vote for three undefined "frontcourt" players instead of having to vote for two forwards and a center. With more and more teams playing smaller than in the past, the definition of "center" was becoming increasingly difficult -- not to mention finding enough quality big men for whom to vote.

For years, for example, the Spurs have listed Tim Duncan as a power forward, even though everyone on earth knew he was their starting center. And so when it came to All-Star balloting, Duncan would take up a forward spot in a very crowded field of Western Conference stars instead of his logical spot in the middle. This was good for Duncan, who surely would have made his 13 All-Star teams anyway, but it often cost another forward a shot.

The league decided to make the change after the NBA's Competition Committee agreed to the move at its meeting last month, VP of Basketball Operations Stu Jackson said Tuesday evening.

"It makes sense," Jackson said. "It made sense to our Competition Committee. Having a center is the only specific position that was singled out on the ballot. It just seemed a little outdated and didn't represent the way our game has evolved. By the same token, it also affords the same opportunity, if you have two good centers in a given year, pick 'em both. They both can be selected. Which is impossible right now."

That would be good news for players like Boston's Kevin Garnett and Miami's Chris Bosh, nominal forwards who are now playing center for their respective teams. Under the old rules, Garnett and Bosh would have been in the center category with the likes of Philadelphia's Andrew Bynum, Atlanta's Al Horford and Indiana's Roy Hibbert. Now, any of them can be selected as a "frontcourt" player.

"It was something that we originally thought made some sense, but we didn't want to make a decision in a vacuum, of course," Jackson said. "We ran it by the Competition Committee and they thought the idea made some sense ... it gives the fans some flexibility while keeping competitive balance."

The league will debut the 2013 All-Star ballot on Nov. 13. Players are selected for the ballot by a committee of national media who cover the NBA on a regular basis. The 2013 All-Star Game will be Feb. 17 at the Toyota Center in Houston.

************************************************** ***********************

God I hate how the league has "evolved". I long for the days when true big men roamed the paint, oh wait no I don't we have one & now possibly two right here.

So suck it NBA, you may keep us out of the all-star game but I have a feeling our team will be p!ssing in the corn flakes of many of your fans teams.

Solar Wind Creates Traces of Lunar Surface Water

60-Second Space

A chemical analysis of lunar samples now points to the solar wind being behind the ultra-thin dusting of water molecules first detected in 2009 from spacecraft measurements. John Matson reports.

More 60-Second Space

There?s a tiny bit of water on the surface of the moon.

The ultra-thin dusting of water molecules was first detected in 2009 from spacecraft measurements. So where did the H2O come from? A chemical analysis of lunar samples now points to a likely culprit: the solar wind, a stream of charged particles emanating from the sun.

Researchers looked at agglutinates, a type of glassy lunar material brought back by Apollo astronauts. Agglutinates formed when micrometeorites hit the lunar surface and melted a bit of the powdery regolith. Tiny intact grains of soil were preserved within, like insects in amber.?

Those agglutinates turn out to contain hydroxyl, or OH, a precursor molecule to water. And the OH?s isotopic signature indicates that much of the hydrogen came from the solar wind. Add solar wind hydrogen to moon material that contains oxygen and, voila, water. The research is in the journal Nature Geoscience. [Yang Liu et al, Direct measurement of hydroxyl in the lunar regolith and the origin of lunar surface water]

The researchers note that similar chemistry could be at work on Mercury, large asteroids and other airless bodies that endure the full blast of the solar wind. Meaning that even as the sun bakes those worlds, it delivers a bit of hydration.

3 new novels about young adults who go to war

Powers was nominated for a National Book Award for his blistering story of a private remembering the death of his teenage friend. John Bartle and Daniel Murphy were in the same unit, and Murphy's mother made the larger, stronger Bartle promise that he would bring her son home.?

Bartle's sergeant punches him in the face for raising her hopes, but Bartle is only beginning to suffer for his rash words.

While Powers is a lyrical writer, there's nothing dreamy or sweet about the marching cadence that gives the book its title. Things don't end well for the bird.

Ben Fountain's outstanding ?Billy Lynn's Long Halftime Walk,? also a finalist for the National Book Award, remains the year's best war novel.?But in ?Yellow Birds,? Powers, a veteran who served 13 months in Iraq, does something Fountain can't. He shows readers a glimpse of the fear and isolation soldiers labor under and the numbing effect of living with violent death on a daily basis.

?We only pay attention to rare things, and death was not rare,? Bartle recalls from the safety of years and his cabin in the Blue Ridge Mountains.

The novel toggles back and forth between an all-but-catatonic Bartle trying to sleep away his days in his mother's home in Richmond and Bartle and Murph stationed in Al Tafar where fields of hyacinth have been replaced by rubble.

The returning Bartle is so frozen that he can't answer everyday questions like, ?Hey, how are you?? The real answer, which he keeps locked away: ?I feel like I'm being eaten from the inside out and I can't tell anyone what's going on because everyone is so grateful to me all the time and I'll feel like I'm ungrateful or something. Or like I'll give away that I don't deserve anyone's gratitude and really they should all hate me for what I've done but everyone loves me for it and it's driving me crazy.?

?Yellow Birds? occasionally can get tripped up by its own poetic language, but Powers delivers an ending so stunning, in both senses of the word, that it makes up for any errant flights of lyricism.

If it's posted online, readers will come | ASU News | The State Press ...

Newsweek recently announced that it will move to an all-digital format by 2013, re-igniting the debate between print and digital media. Faced with competition from e-readers, physical bookstores have been fighting to keep their doors open. Kindle vs. Nook vs. physical book is a commonplace discussion.

While publishers navigate the transition, writers are jumping on board with relief. Harper Voyager, Harper Collins? sci-fi/fantasy section, made the unprecedented move to accept unagented submissions Oct. 1 through 14 for possible e-book publication. The call resulted in 4,563 submissions.

What we?re seeing isn?t the end of journalism or publishing, but the end of an era in the industries. The death of print isn?t a matter of ?if,? but ?when.? That being the case, businesses should also make it a matter of ?sooner? rather than ?later.?

It?s no secret that physically printing something is no longer cost-effective, in terms of money and the efficient spread of information. A Facebook post is obsolete within hours; by the time physical papers and magazines roll out, the relevance of a story has long since expired.

Simple romanticization explains the reluctance to forgo print media for the digital variety. My fellow bookworms frequently lament the extinction of print, the loss of that tangible feel and smell. But The Daily Beast?s Andrew Sullivan quotes Alan Jacobs, questioning this ?half-conscious feeling that paper and ink are real in ways that pixels and bits are not.? It is, in essence, a mental block, a Luddite remnant locked into the psyche of book-lovers ? print is somehow real, digital somehow less so.

The 4,563 writers who contributed to Harper Collins disagree. So does the ever-increasing ranks of bloggers who use social media to spread and discuss information. Digital media breaks down the hierarchy found in print. Sullivan points out that ?when we read online, we migrate to read people, not institutions.? The Internet has created more individualized writing and reading, which has been further encouraged by social networks. Maybe that makes us more self-centric, but it can also make us more personally interactive with information.

Anne Helen Petersen, a Whitman College media studies professor, argues that academia should start using the web not only to make ideas accessible, but also to start conversations, particularly in the comment sections. ?Otherwise, you?re essentially suggesting that your thoughts should exist in a vacuum, with you congratulating yourself on how awesome they are,? Petersen said.

Institutions ? academic journals, newspapers, publishers ? should be forming communities, not intellectual cliques that are out of reach for readers and writers. Digital media breaks down the barrier between the so-called academically elite and other readers of published material.

Perhaps the real fear is losing the hierarchy within academia and intellectual elitists. Print media relies on romanticization and middlemen. As writers head to Amazon e-books or blogs to self-publish their manuscripts and ideas, which fosters personal conversations with readers and creates new communities of individuals, news organizations and publishing companies face the difficult task of reorganizing their basic thinking about what lies at the center of media ? people longing for knowledge.

Newsweek and Harper Voyager made savvy business decisions this month. Reorganizing the hierarchy won?t kill the business; it will rejuvenate it. In the future, our interaction with information should not rely on names, but on ideas, which do not need the tangible feel of paper to be any more real or powerful.

Insight: In vulnerable Greece, mosquitoes bite back

ATHENS | Mon Oct 22, 2012 9:35am EDT

ATHENS (Reuters) - Just when it seems things couldn't get any worse for Greece, the exhausted and indebted country has a new threat to deal with: mosquito-borne diseases.

Species of the blood-sucking insects that can carry exotic-sounding tropical infections like malaria, West Nile Virus, chikungunya and dengue fever are enjoying the extra bit of warmth climate change is bringing to parts of southern Europe.

And with austerity budgets, a collapsing health system, political infighting and rising xenophobia all conspiring to allow pest and disease control measures here to slip through the net, the mosquitoes are biting back.

Already malaria, a disease eliminated from Greece in 1974, is not just returning with visitors and migrants - as it does from time to time in the rest Europe - but is being transmitted from person to person within Greek borders.

This year's death toll from West Nile Virus, a disease spread by Culex modestus mosquitoes, stood at 16 on October 11.

It's a sign of the times that Medecins Sans Frontiers (MSF), a global medical charity more usually associated with the fight to save lives of babies in sub-Saharan Africa, is now working full time in parts of southern Greece.

In a country visited by 16 million tourists a year and where austerity measures mean up to 30 percent of the population is already struggling to access the healthcare they need, keeping infectious bites to a minimum is an economic necessity.

Yet far from coordinated, timely action, the rising threat from mosquitoes has instead brought a blame game pitching Greeks against foreigners, local mayors against national politicians and patients and doctors against ministers and officials.

"For a European country, letting this kind of situation develop and not controlling it is a big concern," says Apostolos Veizis, MSF's director of medical-operational support in Greece.

"You can't run after malaria. In a country in the European Union, we should not be running after a disease like this in emergency mode. Even in poorly-resourced countries in Africa, they have a national plan in place. What I expect from a country that is a member of the EU is at least that."

But this EU country is in deep trouble.

"BLEEDING"

Outside one of Athens' oldest and most respected hospitals, the effects of the debt crisis that has brought this country to its knees can't be ignored. The homeless sleep on streets and park benches, and a banner hanging from the Evangelismos hospital's main gate says "the health system is bleeding".

On a white bed sheet daubed in red and black paint and hung up by doctors who often work 36-hour on-call shifts and haven't been paid for them for months, it declares "no to more layoffs, no to a lack of supplies, no to making us work without pay."

Greece is in its fifth year of recession, with unemployment at 25 percent. Savage austerity steps have not proved enough so far and Greece now needs to make at least 11.5 billion euros of new cuts to secure the next tranche of a European Union bailout.

Infectious disease experts here and at a European level agree that for now, at least in terms of patient numbers, the country's malaria problem pales beside its many other worries.

Some 59 cases of the parasitic infection have been recorded in Greece so far this year, 48 of which were imported either by migrants or returning Greek travelers. West Nile Virus cases are around three times that, at 159 so far this year.

Still, says Johan Giesecke, of the European Centre for Disease Prevention and Control (ECDC) cases of these diseases "should not be coming back".

"It's a serious problem," the ECDC's chief scientist says.

Giesecke and others believe climate change is part of the problem, as is the arrival of several new species of mosquito in Europe - including the Asian tiger mosquito known to carry dengue, West Nile Virus and chikungunya.

It's only a snapshot, but in this mid October, when many northern Europeans are putting on coats and boots, Athens still has shorts and flip-flops weather at up to 30 degrees and humid.

While Greece has had no cases of chikungunya in the past three years, the disease is popping up elsewhere in Europe - as is dengue, which is causing a large outbreak on the Portuguese island of Madeira [ID:nL5E8LCJBW].

IMMIGRANTS

At the University of Thessaly, Christos Hadjichristodoulou, a consultant for the Hellenic Centre for Disease Control and Prevention (HCDCP) says the return of mosquito-borne diseases is primarily an issue not of health, but of immigration.

A country of 11 million people, Greece is a major gateway for Asian and African migrants trying to get to the EU. It is home to more than a million immigrants, both legal and illegal.

"We get a lot of immigrants from malaria-endemic countries like Pakistan and Afghanistan who spread throughout the country, including to areas where the risk is high because we have the vectors (mosquitoes)," said Hadjichristodoulou.

This includes places like the rural municipality of Evrotas, where many of Greece's malaria cases have been found. Here some 4,000 poor and mainly Asian migrants work in fields producing oranges and olive oil, irrigated by 130 kilometers of canals.

Hadjichristodoulou cites a survey of 6,000 immigrants in southern Greece which found that 60 percent of them had antibodies to malaria in their blood - meaning they had previously been infected with it.

With the form of malaria endemic to Pakistan and Afghanistan, known as vivax malaria, patients can relapse, often several times, allowing the disease to be picked up again by a hungry mosquito and spread to a new victim.

Ioannis Grevenitis, a 41-year-old restaurant owner in the southern town of Agios Georgios Skalas, is sure this is what happened when he fell prey to malaria last year. The illness put him in hospital for three days then, he says, and he suffered a relapse a few weeks ago.

While he insists he's not racist -"no way" - he also says he no longer serves Pakistanis in his restaurant. The other customers, local Greeks, are afraid of them, he says.

"The problem is...down to the immigrants," he told Reuters.

Eleni Kakalou, a doctor at Evangelismos hospital, grimaces with frustration when she hears such talk, which she says is part of a "rising wave of racism and xenophobia" in Greece.

Such prejudice, she worries, could drive Greek politicians, already moving to the right to capture populist votes, to introduce policies banning migrants from free healthcare - keeping them away from exactly those health services they need, and Greece needs, to help get on top such diseases.

CONTROL

Kakalou, like MSF's Veizis, is most concerned about what Greece is doing - or not doing - to control its mosquitoes.

In countries where the disease is endemic, so-called "vector control" measures such as spraying insecticides to limit mosquito populations, and environmental measures like making sure areas of standing water are drained or at least kept to a minimum, are the basics of national malaria control plans.

In Greece, however, where MSF says malaria is a "forgotten" disease, spraying is not getting the attention it deserves.

According to Veizis, of the 56 municipalities that make up the Attica region of which Athens is the centre, "only eight undertook anti-mosquito spraying at the time that is recommended for effective vector control" - which in 2012 was early Spring.

And as with the immigration row and battles over health services, dysfunctional politics creep in here too.

Part of the problem is that while the health ministry is responsible for health services, responsibility for mosquito control falls to Greece's hundreds of municipalities, the lowest level of government run by local councils and led by mayors.

"They don't have specialized scientific staff and have been suffering budget cuts from central government," said Kakalou.

"And public health in Greece is not developed enough, co-ordinated, funded or staffed at a central or local level."

Health Minister Andreas Lykourentzos has said he would secure the funds needed and be better prepared next year.

"We must act in a timely manner to prevent a repeat of this summer's incidents," he said in a statement last month.

Drawing on the know-how of MSF the authorities have drawn up a "Strategic Plan of Action for Malaria Control".

Kakalou welcomes the plan as a positive step but has little faith in what it will mean in practice: "Unless it is implemented entirely, funded appropriately and supported, it will remain on paper."

MLS roundup: Idle San Jose clinches top mark

Associated Press Sports

updated 1:26 a.m. ET Oct. 21, 2012

HARRISON, N.J. (AP) - The Red Bulls played a 0-0 tie with Sporting Kansas City on Saturday night, clinching a playoff berth for New York and the Supporters' Shield for San Jose as the team with the best record in Major League Soccer.

New York (15-9-9), which has never won an MLS title, clinched a spot in the 10-team playoffs as Columbus lost 3-2 at D.C. United.

San Jose earned home-field advantage throughout the postseason. The Earthquakes also had the best record in 2005, when they were knocked out in the quarterfinals.

Kansas City (17-7-9) extended its unbeaten streak to 11 games.

Before 25,219, a record crowd at 3-season-old Red Bull Arena, New York pressed the defensive-minded visitors.

KC goalkeeper Jimmy Nielsen, who got his 15th shutout, made a diving save on Dax McCarty's 20-yard, left-footed shot in the 23rd minute, and Kenny Cooper sent the rebound over the crossbar.

Nielsen deflected Cooper's rising shot over the bar in the 41st minute. He raised a hand in the 65th to knock down a 12-yard angled shot by Thierry Henry, then had to prevent an own goal when the ball bounced off a defender.

DYNAMO 3, UNION 1

HOUSTON (AP) - Oscar Boniek Garcia and Brad Davis scored in the second half, and the Dynamo clinched a spot in the MLS playoffs.

Houston's victory, coupled with Columbus' 3-2 loss at DC United, means the Dynamo (14-8-11) can finish no worse than fifth in the Eastern Conference and are into the postseason for the sixth time in seven years. Houston extended its home unbeaten streak to 25 games, dating to June 2011.

Philadelphia (10-16-6) had won two in a row.

Garcia put the Dynamo up 2-1 in the 71st minute, taking a pass from Brian Ching, settling it down and blasting one from the top of the arc.

Jack McInerney scored in the 19th minute for the Union.

REVOLUTION 1, FIRE 0

FOXBOROUGH, Mass. (AP) - Diego Fagundez scored in the 17th minute to lead New England to the victory and end a 196-minute scoreless streak for the Revolution.

Fagundez took a pass from Kelyn Rowe and scored from 30 yards.

Bobby Shuttleworth, dressed in pink for breast cancer awareness month, needed to make just one save in his second shutout of the season for New England (8-17-8), which already has been eliminated from playoff contention.

Chicago (17-11-5) already had clinched a playoff berth.

D.C. UNITED 3, CREW 2

WASHINGTON (AP) - Lewis Neal scored in stoppage time and D.C. United secured its first playoff berth in five seasons.

Marcelo Saragosa and Nick DeLeon also scored for United (17-10-6). The Washington club ran its unbeaten streak to six games and helped eliminate the Crew (14-12-7) from playoff contention.

The win also pushed United's club home unbeaten streak to 16 (12-0-4). United won the last of its four MLS titles in 2004.

Eddie Gaven and Jairo Arrieta each scored their ninth goals of the season for Columbus.

IMPACT 0, TORONTO FC 0

TORONTO (AP) - Toronto FC's winless streak reached 13 games with the scoreless tie in its home finale.

Toronto's last MLS win was a 2-1 victory over Colorado on July 18. It has earned four of a possible 39 points during its lackluster stretch, going 0-9-4 to drop to 5-20-8 on the season.

Montreal's winless run now stands at five after its third straight draw. It's 0-2-3 since a 3-0 victory over D.C. United on Aug. 25.

The Impact (12-15-6) controlled most of the play but could not convert that edge into goals. Marco Di Vaio had two strong chances in stoppage time but his close-range shot hit a defender before a volley bounced high over the Toronto goal.

RAPIDS 2, CHIVAS USA 0

CARSON, Calif. (AP) - Martin Rivero and Kamani Hill scored first-half goals for Colorado.

Colorado (10-19-4) won for the first time since Sept. 5 and guaranteed that it won't finish last in the Western Conference. Last-place Chivas (7-18-8) is winless in its last 12 games and has been shut out in six of its last seven.
