Clean fuel regulations: EPA, oil industry vie over effect on gas prices

EPA on Friday proposed new regulations to require refineries to make cleaner gasoline. The cost? EPA says less than a penny a gallon. Oil industry says nine cents a gallon ? and higher gas prices.

If the new rules are implemented as scheduled in 2017, the Environmental Protection Agency (EPA) says, they will spare thousands of people from premature death and prevent respiratory problems in tens of thousands of children. The cost: on average less than a penny gallon.

Not so, says the oil industry, which has been battling the EPA over the proposed rules. The new rules will add as much as nine cents a gallon to the cost of making fuel and will produce ?ambiguous? results, says The American Petroleum Institute.?API, the industry?s lobbying arm in Washington, refers to the proposed new rules as part of a ?tsunami of regulations? the industry faces this year that could add as much as 65 cents to the cost of producing a gallon of fuel in the future.

Gasoline prices are politically sensitive. Consumers often know how much they have paid for a gallon of gasoline compared with their prior fill-up. When pump prices are rising, consumers grumble and, if prices get high enough, cut back on other discretionary purchases. As a result, economists refer to rising fuel prices as a tax on the economy.

But will Americans pay more for fuel and smile about if they believe it will result in cleaner air?

?Some will, but the majority won?t,? answers Tom Kloza, chief oil analyst at GasBuddy.com. ?There is a sense among a lot of people that we are entitled to cheaper fuel prices than the rest of the world.?

The proposed changes would make US standards the same as most of Europe, Japan, and South Korea, Mr. Kloza says. ?We would be joining 45 other countries with tougher fuel standards,? he says.

Republicans quickly attacked the proposed regulation. ?The Obama Administration is modeling our regulations after California, which has the worst economy in the nation, and today?s announcement is essentially a guaranteed energy tax hike and unfortunately is just one of many radical policies coming out of this Administration that will deal a heavy blow to middle-class families and small businesses,? said Rep. Steve Scalise of Louisiana, chairman of the Republican Study Committee, in a statement.??

In January, Greenberg Quinlan Rosner Research, often associated with Democratic issues, conducted what it termed a ?bipartisan survey? of 800 registered voters for the American Lung Association on whether Americans favored tougher fuel regulations and improved antipollution laws. It found 62 percent of voters supported new gasoline and vehicle standards, and 32 percent opposed them.

Drink Up: Green Tea Mojito Recipe

It?s starting to get pretty nice outside, so I?m going to share one of my favourite ?warm weather? cocktails with you lucky duckies. It?s the perfect summer drink, a cross between a tall glass of freshly brewed iced green tea and a mojito. It?s icy cool, and has the added bonus of antioxidant rich green tea, so you don?t have to feel as guilty about drinking 15 of them. Multiply the recipe and make a pitcher for a party of healthy hipsters.

Ingredients (makes one):

  • 1 tablespoon fresh lime juice?
  • 4 large mint leaves
  • 2 teaspoons sugar?
  • 1/2 cup brewed green tea, chilled?
  • 1 ounce white rum

Directions:

  • Muddle the lime juice, mint leaves and sugar together until the flavours release. Add ice until the glass is about 3/4 full and then pour in rum and green tea. Stir thoroughly.
  • Additions: Rim the glass with sugar if you?re a sweet bitch!

Italian president at center of storm as deadlock continues

ROME (Reuters) - Italy's 87-year-old President Giorgio Napolitano will face the greatest test of his career during his final weeks in office as he tries to end the standoff preventing a new government being formed more than a month after elections.

Following widespread reports he may resign to open the way for a new vote, Napolitano pledged to remain in office at the Quirinale palace until his term ends on May 15, averting the immediate threat of further turmoil.

He named 10 "wise men" including European Affairs Minister Enzo Moavero and senior politicians from the main center-left and center-right blocs to propose a series of urgent measures that could be backed by all parties.

Details will be announced on Tuesday but are expected to include cutting the cost of the bloated political system and replacing the widely criticized electoral law to avoid a repeat of the deadlock in future elections.

"It would be a disaster to go back to an election without have reformed the electoral law," Valerio Onida, former head of the Constitutional court who is part of the advisory group, told La Repubblica newspaper.

With financial markets already concerned about instability in the euro zone's third-largest economy, the prospect of Napolitano leaving raised alarm and moves to escape the impasse received a cautious welcome from commentators on Sunday.

"It was the right decision, it will avoid sending a dangerous signal to the markets and will show Italian institutions are solid and functioning," Enrico Letta, deputy head of the center-left Democratic Party told Reuters.

However, there were few illusions that summoning the "wise men", in line with a long tradition in Italian politics, offered more than a slim hope of overcoming the deep divisions that have prevented the parties from coming to an agreement.

"Political history shows, alas, that whenever someone wants not to decide something, what happens? They set up a nice commission," Daniela Santanche, a member of parliament close to former prime minister Silvio Berlusconi, told La Stampa.

She said there was no alternative to Berlusconi's demand to share power in a coalition with the center-left formation led by Pier Luigi Bersani, which has repeatedly said it cannot deal with the scandal-plagued billionaire.

"Otherwise we go to elections, which we're sure of winning. There won't be any strange third ways," she said.

INSTABILITY

Napolitano, member of a student anti-fascist group during World War Two and a former communist, won wide respect in Italy and Europe for his handling of the 2011 political and financial market crisis which brought down the last Berlusconi government.

Newspapers reported on Sunday that European Central Bank President Mario Draghi called Napolitano to express concern his resignation would leave Italy without leadership at a time of mounting tension in financial markets.

However, Napolitano has acknowledged he has only limited power to force the parties to find a way out of political situation he said was "frozen between irreconcilable positions".

The three main blocs in parliament - Bersani's center-left, Berlusconi's center-right alliance and Beppe Grillo's anti-establishment 5-Star Movement - have all clung to demands that have prevented any government being formed.

Bersani, who won control of the lower house but fell short of the Senate majority that would allow him to govern, rules out a "grand coalition" with Berlusconi while Grillo refuses a pact with parties he blames for Italy's social and economic crisis.

Berlusconi and Grillo have both said they would not back a repeat of the kind of technocrat government led by Prime Minister Mario Monti, who will remain in office until a new government arrives.

The deeply divided parliament, along with regional representatives, will soon face the task of electing Napolitano's successor, who will have to oversee the birth of a new government or guide Italy into new elections.

Berlusconi, facing a verdict in his trial on charges of paying for sex with a minor as well as a decision on his appeal against a four-year sentence for tax fraud, has demanded the next president come from his side. He has already threatened to take protests to the streets if he does not get his way.

Jackson Reforms: Important Changes to UK Litigation Rules | Legal ...

International litigation support from LLSThe Jackson reforms ? the UK?s new litigation rules ? will go into effect in England and Wales on April 1, 2013. These new rules will have a significant impact on how litigation is conducted in the UK.

While the reforms may, at first blush, appear to only affect certain mechanical aspects of the litigation process, they actually go to the basic foundations of the dispute resolution process in the UK.

A shift from ?loser pays? to ?no-win, no-fee?

The UK has traditionally been a country where the winning party usually recovers its costs (including attorneys? fees) from the losing party. This principle applied whether the winning party prosecuted or defended a case.

This type of ?loser pays? system has long been a hallmark of litigation in the UK and is one of the reasons why the UK has traditionally been much less litigious than the United States, where each party pays its legal costs or a plaintiff can retain an attorney on a ?contingency fee? basis.

For example, a plaintiff in a personal injury case in the United States can hire an attorney and not be obligated to pay the attorney?s fees unless the suit is successful and money is recovered in an action against the responsible parties who caused plaintiff?s damages.

Indeed, perhaps the most significant change coming to the UK is a fundamental alteration of this long-standing ?loser pays? system. Specifically, pursuant to the ?Jackson Reforms,? claimants will be able to hire lawyers on a ?no-win, no-fee? basis that is similar to US-style contingency fee agreements.

UK adopts new contingency fee agreements

Under the new UK system, lawyers will be paid an agreed percentage of the damages actually recovered, up to 50%, including VAT. In personal injury cases the cap will be 25% and in employment cases 35% of the damages.

Costs on the ?normal time basis? will be recoverable from a defendant and the plaintiff will be responsible for the balance of the costs from the damages. This is a monumental change in the way that litigation will be handled in the UK and its effects may dramatically increase the amount of litigation activity in the UK.

General damages for claims in contract and tort will also be increased by 10% for nonpecuniary loss (e.g. pain and suffering damages). This will apply primarily to claims for personal injury, nuisance and defamation.

Pursuant to these reforms, personal injury plaintiffs will also be able to recover costs if their case is successful, but will not have to pay the defendant?s costs if they lose, unless the claim is fraudulent or otherwise an abuse of the process of the court.

Jackson reforms: effects

It is likely that there will be frequent amendments and clarifications of the rules, as various questions about the new procedures reach the court. There are a number of issues which will arise in relation to the interpretation of the new rules, and during the first few years after they come into effect there will, no doubt, be a number of cases which go to the Court of Appeal for clarification.

Regardless, these changes represent a movement toward a US-style litigation system and will likely have unintended consequences not just in the UK, but also for companies and attorneys around the world who have interests in the UK or whose clients may be sued there.

S&P 500 closes at a record high, beating '07 mark

NEW YORK (AP) ? The stock market has reached another milestone.

The Standard & Poor's 500 index closed at a record high Thursday, beating the mark it set in October 2007, a year before the peak of the financial crisis.

The S&P rose six points to 1,569, a gain of 0.4 percent, beating its previous record by four points. The index is still shy of its all-time trading high of 1,576.

The Dow Jones industrial average, which beat its own 2007 record three weeks ago, rose 52 points, or 0.4 percent, to 14,578.

The Nasdaq composite rose 11, or 0.3 percent, to 3,267.

Nearly two stocks rose for every one that fell on the New York Stock Exchange.

Volume was relatively light at 3.2 billion shares. Markets will be closed for Good Friday.

In a Strange Land: Historical Precedent: Mobile Computing & Our ...

It's a common complaint that any mention of virtual worlds has ebbed in the popular media, and one reason given has often been the shift to mobile devices and tiny screens. Certainly that describes my students' preferences for online devices: about 90% of the e-mail I get from students comes from their phones.

I have met stiff resistance from colleagues wedded to desktop and laptop computers when suggesting that we need to make mobile computing the focus for our efforts with virtual worlds and more. For some historical precedent about this, consider an argument put forward by John Markoff in What the Dormouse Said: How the Sixties Counterculture Shaped the Personal Computer Industry.? In this, Markoff clearly realizes, as Tim Wu did a few years later in The Master Switch, that some technologies overturn entire industries and ways of communicating:

Indeed, the hallmark of each generation of computing has been that its practitioners have resisted each subsequent shift in technology. Mainframes, minicomputers, PCs, PDAs--at the outset of each innovation, the old guard has fought a pitched battle against the upstarts, only to give in to the brutal realities of cost and performance.
As Moore's Law makes our hand-held devices more powerful, I suspect this will happen again. For the latest shift, it will mean that something the size of a smart phone will be our primary computing device on the go or, when attached to? virtual keyboards and easily accessed monitors, nearly everywhere else. Here's a picture from the year 2023:

You enter your office and look at something like a large-screen television hung on the wall above the desk. You speak a login keyword. The phone, linked to the global data-cloud, remains in your pocket as you begin to work, using gestures in the air while in range of the television's scanner.? Windows for e-mail, a spreadsheet, and a calendar appear and you move them around with your hands while you issue voice commands. To input text you simply speak, and the voice-recognition software in the phone translates this to text. You finish just before a face-to-face meeting with colleagues, and walk down the hall. In the conference room, there's another big television, and with voice alone, you begin to talk. The notes taken in your office appear on the wall.

I will be a very late-comer to mobile computing, when I get a smart phone this fall. I don't fancy my iPad all that much, finding it must useful for quick browsing to, say, check the weather or read an e-book.? That may well change. For the longest time, Markoff notes, printing was one of the biggest hurdles for personal computing. When these puzzles get solved, such as providing big screens and input devices for mobile computing carried in a pocket, progress happens rapidly.

In a world with haptic and voice interfaces, as well as a robust data-cloud, we should get ready to say farewell to both desktop and laptop in fewer years than we might imagine. Then, imagine the students' gesture of neurotically clutching their smart phones to see as antique as clutching a magical talisman.

(AP) ? A representative for Charlie Daniels says the 76-year-old country singer is recovering after having a pacemaker implanted Thursday.

Daniels was diagnosed Monday with "a mild case of pneumonia." Tests at a Nashville, Tenn.-area hospital revealed that he needed a pacemaker to regulate his heart rate. He's scheduled to be released Friday.

Daniels said in a statement that he's feeling better and looking forward to spending Easter with his family.

His Saturday and Sunday performances at Middle Tennessee State University have been canceled. Concerts with his band on April 5 in Englewood, N.J., and April 6 in Newark, Ohio, have been canceled and will be rescheduled. His tour will resume April 11 in Lynchburg, Va.

Daniels has been a member of the Grand Ole Opry for five years. His hits include "The Devil Went Down to Georgia."

York researchers unveil the driving force behind prostate cancer

In a new study, researchers from the University of York have made a major discovery, finding that the presence of specific gene, in cancer stem cells, is the main driving force behind most types of prostate cancer. The researchers, led by Norman Maitland, believe that their study may open the way for developing new drugs that will target and destroy cancer stem cells, thus leading to more effective treatments.

Maitland and his team have been working on prostate cancer stem cells for a long time and were actually the first to isolate such cells in 2005. Since then, they have been researching on how these cells spread, proliferate and why, unlike normal cancer cells, are so resistant to conventional treatments like chemotherapy and radiation.

According to Maitland, their discovery is a "fundamental shift" in how scientists believe "solid cancers start". Professor further explained, that up until today it was thought that cancer cells arise from normal, healthy stem cells that went wrong somewhere.

?In blood cancers such as leukaemia, DNA is rearranged during an event known as chromosomal translocation, which results in a mutant protein that drives cancer progression. Although similar rearrangements have recently been discovered in solid cancers, until now, they have not been considered as stem cell functions. Our work has challenged this idea.??said Maitland

Maitland continues by explaining his team's findings:

?The cells become selfish by surviving outside normal controls that exist in the prostate and thrive at the expense of their neighbours, ensuring that the genetic accident becomes permanent and passed from generation to generation. This process appears to be essential for the initiation of prostate cancer.?

According to the study, these "accidents" are the result of a specific gene, called ERG, which lies within cancer stem cells. When this gene is inappropriately activated, it causes the stem cells to renew more often.

The study was funded by the charity Yorkshire Cancer Research. Kathryn Scott, head of the charity, is very excited with the findings saying that it gives us a deeper understanding of what happens during the first stages of prostate cancer, adding that the study will allow the development of new therapies targeting the aforementioned gene. Ideally, such a therapy would kill all cancer stem cells surviving conventional treatments (e.g. chemotherapy), thus significantly reducing any future risks of prostate cancer relapse & metastasis.

Prostate cancer is a type of cancer that develops in the prostate. In most cases prostate tumours grow slowly, often causing no symptoms until it is in an advanced stage.Some common symptoms associated with prostate cancer are:

  • Difficulty in urinating
  • Problems during sexual intercourse
  • Erectile dysfunction

John Green contributes to book about cancer victim

(AP) ? Young adult author John Green has written an introduction for a book about the teen cancer victim to whom he dedicated his best-selling novel "The Fault in Our Stars."

Penguin Young Readers Group announced Thursday that it will publish "This Star Won't Go Out: The Life and Words of Esther Grace Earl" in early 2014. Along with Green's introduction, the book will compile writings and sketches by the girl from Quincy, Mass., known for the YouTube video journal about her terminal illness.

Esther died in 2010 at 16.

Green and J.K. Rowling were among her admirers.

The book is named for the foundation started in Esther's memory, "This Star Won't Go Out." Penguin will donate to the foundation, which aids families with children who have cancer.

Oscar Pistorius' brother on trial for road death

(AP) ? The brother of double-amputee athlete Oscar Pistorius went on trial in a South African court Wednesday for the death of a woman in a road collision in 2008.

Carl Pistorius, who faces a charge of culpable homicide, or negligent killing, wore a dark suit and was accompanied by his sister, Aimee. Oscar Pistorius, who was charged with murdering his girlfriend on Feb. 14, was not present. The Olympian hasn't been seen in public since he was granted bail at Pretoria Magistrate's Court on Feb. 22. His lawyers plan to challenge his bail restrictions on Thursday.

Initial proceedings in Carl Pistorius' case at Vanderbijlpark Magistrate's Court in Johannesburg focused on a request by South Africa's national broadcaster, SABC, to show the trial proceedings live on national television or record them for later use.

Magistrate Buks du Plessis said reporters could attend the trial but turned down the SABC request, saying he wanted to guard against "emotional hype" and that any public interest in the trial stemmed only from the intense interest in the murder case against Oscar Pistorius. News photographers were not allowed to cover the trial while it was in session.

Defense lawyer Kenneth Oldwadge said the legal team for Oscar Pistorius had been "overwhelmed by the media," and that similar press scrutiny would make it difficult to work in court during the older brother's case. Oldwadge cited a comment by the judge in Oscar Pistorius' bail hearing that the media treated the athlete like some kind of unusual "species" instead of a human being.

Prosecutors say Carl Pistorius was driving an SUV in March 2008 when he collided with a female motorcyclist. The woman, Marietjie Barnard, died in a hospital. Although the culpable homicide charge against Carl was initially dropped, it was reinstated this year because forensic evidence and reports from the accident scene became available, according to prosecutors.

The Pistorius family said last month that Carl deeply regretted the incident but insisted it was a "tragic accident." He was not under the influence of alcohol, the family said.

Oscar's legal team filed an appeal against some of his bail conditions on March 7, objecting to him being not allowed to travel outside of South Africa even though a magistrate said he was not a flight risk when granting him 1 million rand ($108,000) bail. They're also challenging an alcohol ban and a ruling that Pistorius cannot speak with residents at the gated estate where he shot girlfriend Reeva Steenkamp dead in the early hours of Valentine's Day.

The athlete denies murdering Steenkamp and says he shot her by mistake, fearing an intruder was in his home. Prosecutors say he killed her intentionally following an argument.

Oscar Pistorius must appear in court again on June 4.

The silver and GOLD PRICE remain locked in a range, with no relief sighted today. Gold did close above its 20 day moving average (1591.14), that is, when it fell did not fall that far. Lost $8.80 to close at $1,595.70. We'll see tomorrow whether those folks who have been willing to buy so much at $1,595 are still willing. The GOLD PRICE closed one thin dime above its low today.

The SILVER PRICE lost 14.1 cents today and closed Comex at 2864.4c, toward the bottom of its 2850c - 2950c trading range. Low today came at 2861c.

Break of the range lows here would carry gold to $1,550 - $1,560 and silver to 2700 cents, perhaps. Why metals continue to struggle so with the world banking system picking depositors' pockets, and Europe a melting fa?ade, I haven't a clue. Sooner or later, reality will assert itself, with a vengeance. Of course, if I were the Nice Government Men, I'd be hammering silver and gold for all I was worth lest they run away upside and stampede the lemmings.

Stocks rose again today. Dow gained 111.90 (0.77%) to 14,559.65. S&P marched right in step, up 12.08 (0.78%) to 1,563.74. S&P500 still hasn't reached that 2007 high. Do not give in to Wall Street's siren song. This will end badly.

Dow in gold is still rolling over, but jumped up today, but Dow in silver remained about the same.

Currencies? Who cares? It's all a lying Potemkin village put on to delude the victims, namely, us.

US dollar index was flat, gaining 1.7 basis points to 82.872. Euro rose 0.05% to $1.2861 (nothing) while the Yen gave back 0.33% to close 105.89.

I don't mind telling y'all, I am nervous, and not about metals but about the financial system. Clownish and arrogant Europeans have flashed a signal worldwide warning depositors to run on their banks. What if they do? US currency in circulation is less than $1,000 per head. How can an economy run on that? It can't. What a mess.

Hands-on with the Archos GamePad

A couple months back, at CES 2013, we first had a look at the Archos GamePad. It's an awesome idea that fills a hole in mobile gaming -- we need good controls. The GamePad solves this by having everything you expect to see in a game controller built into the frame of a 7-inch tablet. You have dual-joysticks, directional buttons, A,B,X,Y buttons, start and select, and a pair of buttons on the left and right shoulders. This sounds like just the ticket for some of today's big, immersive games -- I'm looking right at you Ravensword: Shadowlands.

The hardware itself, both inside and out, is nothing to write home about. A dual-core A9 with a Mali MP4 GPU won't exactly get spec junkies up and moving, and the device itself is 100-percent plastic. While that will make it nice and light to hold while playing games, it certainly makes the thing feel a little cheap. The good news is that the price tag reflects this, and the GamePad will only set you back about $180.

The GamePad does more than play games, as it's basically a 7-inch tablet at heart. It runs Android 4.1.1, with very little customization done to the standard stock build of Android. But my first impressions are that it's not a very good 7-inch tablet. It seems a bit sluggish, but I'll reserve judgment here until I get everything signed in and set up. I won't hold back about the screen though -- it's terrible. You can watch movies and look at pictures on the GamePad, but you won't want to. The resolution (1024 x 600) makes things look pixilated, and the viewing angle is atrocious. The good news is that the GPU won't have to work very hard to drive the low-res screen while playing games.

I'm really looking forward to gaming on it. The controls feel excellent, and the placement is perfect. You can see a quick look at it all after the break, and after I give it the old college try I'll post a more thorough review. In the meantime, head into the forums with any questions you might have, and I'll do my best to answer them.

Just do it, says Yahoo's teen app millionaire

LONDON (Reuters) - Got a tech idea and want to make a fortune before you're out of your teens? Just do it, is the advice of the London schoolboy who's just sold his smartphone news app to Yahoo for a reported $30 million.

The money is there, just waiting for clever new moves, said 17-year-old Nick D'Aloisio, who can point to a roster of early backers for his Summly app that includes Yoko Ono and Rupert Murdoch.

"If you have a good idea, or you think there's a gap in the market, just go out and launch it because there are investors across the world right now looking for companies to invest in," he told Reuters in a telephone interview late on Monday.

The terms of the sale, four months after Summly was launched for the iPhone, have not been disclosed and D'Aloisio, who is still studying for school exams while joining Yahoo as its youngest employee, was not saying. But technology blog AllThingsD said Yahoo paid roughly $30 million.

D'Aloisio said he was the majority owner of Summly and would now invest the money from the sale, though his age imposes legal limits for now on his access to it.

"I'm happy with that and working with my parents to go through that whole process," he said.

D'Aloisio, who lives in the prosperous London suburb of Wimbledon, highlights the support of family and school, which gave him time off, but also, critically, the ideas that came with enthusiastic financial backers.

He had first dreamt up the mobile software while revising for a history exam two years ago, going on to create a prototype of the app that distils news stories into chunks of text readable on small smartphone screens.

He was inspired, he said, by the frustrating experience of trawling through Google searches and separate websites to find information when revising for the test.

Trimit was an early version of the app, which is powered by an algorithm that automatically boils down articles to about 400 characters. It caught the eye of Horizons Ventures, a venture capital firm owned by Hong Kong billionaire Li Ka-shing, which put in $250,000.

That investment attracted other celebrity backers, among them Hollywood actor Ashton Kutcher, British broadcaster Stephen Fry, artist Ono, the widow of Beatle John Lennon, and News Corp media mogul Murdoch.

That all added up to maximum publicity when Summly launched in November 2012, but the backers brought more than just cash for an app that has been downloaded close to a million times.

"It's been super-exciting, (the investors) found out about it in 2012 once the original investment from Li Ka-shing had gone public," said D'Aloisio. "They all believed in the idea, but they all offered different experiences to help us out."

His business has worked with around 250 content publishers, he said, such as News Corp's Wall Street Journal. People reading the summaries can easily click through to the full article, driving traffic to newspaper websites.

"The great deal about joining Yahoo is that they have a lot of publishers, they have deals with who we can work with now," D'Aloisio said.

He taught himself to code at age 12 after Apple's App Store was launched, creating several apps including Facemood, a service which analyzed sentiment to determine the moods of Facebook users, and music discovery service SongStumblr.

He has started A-levels - English final school exams - in maths, physics and philosophy, and plans to continue his studies while also working at Yahoo's offices in London. He aims to go to university to study humanities.

Although he has created an app worth millions, D'Aloisio says he is not a stereotyped computer geek.

"I like playing sport," he said. "I'm a bit of a design enthusiast, and like spending time with my girlfriend and mates."

ZTE Is Betting On China's Nascent 4G Network To Bolster Its Flagging Profitability

zte-logo-001ZTE is honing in on increased investment in 4G networks by China’s major telecom operators as it struggles to catch up with domestic rival Huawei Technologies, reports Reuters. ZTE and Huawei are expected to compete for most 4G network contracts with China’s three major carriers (China Mobile, China Unicom, and China Telecom) because the two telecom equipment makers?have support from the Chinese government. Securing contracts is especially important for ZTE because its performance has been lagging behind Huawei. ZTE warned in January that it will post its first-ever annual loss for 2012 (its earnings release is scheduled for later this week). According to ZTE, its net loss for 2012 will be between 2.5 billion yuan and 2.9 billion yuan due to delays in network projects and a decline in handset revenue. That is the first annual loss for the company since it went public in Shenzhen in 1997. ZTE’s strategy since the mid-1990s has been to focus on aggressively expanding overseas, taking on rivals Ericsson, Huawei, Alcatel-Lucent, and Nokia Siemens in emerging markets such as India. The company’s expansion has often shaved away at its profitability because ZTE offers prices so low competitors often give up instead of matching the bids. But Huawei still holds an advantage over ZTE because Huawei’s larger size gives it an edge when offering lower bids on contracts with carriers. Huawei, the world’s second-largest telecoms equipment maker after Ericsson, has forecast that its 2012 net earnings will rise 33 percent to 15.4 billion yuan. ZTE has said that it hopes to recover and make a profit in 1Q2013 by cutting costs and focusing on developed markets like the U.S., Europe, and Japan. Though China’s 4G network expansion will also be a key part of ZTE’s strategy, the company may have to wait a bit longer for to reap the rewards because TD-LTE is still waiting for approval from the Chinese government. But China Mobile, China Telecom, and China Unicom have already been busy building out their infrastructure. Together, the three companies will spend 345 billion yuan ($56 billion USD) on expanding their 4G networks this year. China Mobile, the world’s biggest wireless network operator by subscribers, wants to set up trial networks in 100 large cities by the end of this year. In February, the telecom giant turned up pressure on the Ministry of Industry and Information Technology (MIIT) to start issuing 4G licenses soon

Old mice, young blood: Rejuvenating blood of mice by re-programming stem cells that produce blood

Mar. 25, 2013 ? The blood of young and old people differs. In an article published recently in the scientific journal Blood, a research group at Lund University in Sweden explain how they have succeeded in rejuvenating the blood of mice by reversing, or re-programming, the stem cells that produce blood.

Stem cells form the origin of all the cells in the body and can divide an unlimited number of times. When stem cells divide, one cell remains a stem cell and the other matures into the type of cell needed by the body, for example a blood cell.*

"Our ageing process is a consequence of changes in our stem cells over time," explained Martin Wahlestedt, a doctoral student in stem cell biology at the Faculty of Medicine at Lund University, and principal author of the article.

"Some of the changes are irreversible, for example damage to the stem cells' DNA, and some could be gradual changes, known as epigenetic changes, that are not necessarily irreversible, even if they are maintained through multiple cell divisions. When the stem cells are re-programmed, as we have done, the epigenetic changes are cancelled."**

The discovery that forms the basis for the research group's method was awarded the Nobel Prize in Medicine last year.

The composition of blood is one example of how it ages; blood from a young person contains a certain mix of B- and T-lymphocytes and myeloid cells.***

"In older people, the number of B- and T-lymphocytes falls, while the number of myeloid cells increases," said Martin Wahlestedt.

When an elderly person is affected by leukemia, the cancer often has its origin in the myeloid cells, of which the elderly have more. Being able to 're-start' the blood, as Martin and his colleagues have done in their studies on mice, therefore presents interesting possibilities for future treatment.

"There is a lot of focus on how stem cells could be used in different treatments, but all that they are routinely used for in clinical work today is bone marrow transplants for diseases where the blood and immune systems have to be regenerated," said Martin Wahlestedt, continuing:

"A critical factor that gives an indication of whether the procedure is going to work or not is the age of the bone marrow donor. By reversing the development of the stem cells in the bone marrow, it may be possible to avoid negative age-related changes."

Even if the composition of the blood in old and young mice is remarkably like that in young and elderly people, Martin Wahlestedt stressed that the science is still only at the stage of basic research, far from a functioning treatment. The research group is pleased with the results, because they indicate that it may not primarily be damage to DNA that causes blood to age, but rather the reversible epigenetic changes.

*About stem cells:

There are different types of stem cells. Embryonic stem cells, which can be extracted from an embryo at an early stage, have the capacity to develop into all types of cell. Stem cells are also found in adults, where they have more limited development potential, but can divide in principle an unlimited number of times. For example, blood cell-forming stem cells in bone marrow create all types of blood cell and stem cells in the brain create many different types of brain cell.

**About epigenetics:

Epigenetics is a term that has historically been used to describe the aspects of genetics that cannot be explained by the composition of an individual's DNA alone. For tissue and organs to form, a number of different types of cell must be developed. This happens through the activation and de-activation of different genes. When a cell formed in this manner then divides again, the gene expression can be maintained in the daughter cells. This is referred to as 'epigenetic inheritance'. The epigenetic mechanisms, or which genes are activated or de-activated, can be affected by factors such as age, chemicals, drugs and diet.

*** About the composition of blood:

B- and T-lymphocytes and myeloid cells are all white blood cells. Lymphocytes, as the name suggests, are particularly common in the lymphatic system. T-lymphocytes patrol the body and recognise a specific bacteria or virus. B-lymphocytes 'remember' old infections and can quickly be activated again if required. This memory capacity is the mechanism behind immunity. The myeloid cells belong to the blood system's 'big eaters' -- they neutralise damaged tissue, dead cells, and to a certain extent also bacteria.
